Consider an example of moving by car from Ukraine
1. Required Green card – Grüne Karte (this is a type of insurance similar to the Ukrainian car insurance, valid throughout Europe)
2. As a tourist you can 6 months drive a car with Ukrainian license plates, but during this time the car must be registered in Germany.
3. Registration must start from TÜV offices or DEKRA. It is checked whether the vehicle complies with the technical approval standards in Germany. To pass the test you will need:
- COC-Papiere – certificate of conformity to European standards, issued by the manufacturer or
- Datenbestätigung des Herstellers – manufacturer’s confirmation of compliance with the required standards. If it does not comply, then they must be eliminated at your own expense.
- After the technical inspection, a printout is issued on the suitability of the machine for use in Germany.
In the case of the author of this article, the car could not be registered. The car was 2020, Euro 5. But it turns out that Germany has Euro 6 since 2016. Therefore, it was not possible to obtain a certificate of conformity to European standards.
4. There is no need to remove the car from registration in Ukraine.
5. Next, you need to register the car
First you need to find the department of registration of transport in your city Admissions office or KFZ-Zulassungssbehorde. The address and phone number of which is easy to find on the Internet by query Zulassungsstelle + postal code of the city. The work schedule of the department is also published there.
The following documents are required for successful vehicle registration:
- A valid passport or birth certificate if the holder is under 18 years of age.
- Confirmation of residence registration – Meldebestatigung.
- Confirmation from the insurance company that they are ready to insure the eVB-Nummer car. Confirmation is sent upon request by e-mail or SMS. You need to find an insurance company - they will send you a number. We also provide such services.

Registration costs 25-50 €.
Search Zolldienststellen and reception hours according to the city zip code on the Internet. There is no need to go to the main office. Different customs branches provide different services and not all accept visitors. Find the department that deals with cars - the abbreviation KFZ is in the name.
To the customs office (Zolldienststellen) take:
- Evidence of long-term residence, Foreign passport of the owner of the car.
- The owner according to the documents must be moving. Other people's cars, even if the vehicle belongs to the next of kin, it will not be possible to import duty-free.
- Three Forms No. 0350 (Zollanmeldung für die Überführung von Übersiedlungsgut in den zollrechtlich freien Verkehr zur besonderen Verwendung) If German is difficult, ask the customs officers for help and fill it out on the spot.
- Residence confirmation.
- Technical passport with translation. It is necessary to find a sworn translator and make a certified translation of 25-50 euros.
- A contract for the purchase of a car, also translated into German.
- The car - the customs officer will check the body number.
