The current catalogue of fines (Bußgeldkatalog) was fundamentally tightened in November 2021, when fines for speeding and illegal parking doubled on average. The amounts have not changed since then: the edition of the Bußgeldkatalog-Verordnung dated 2 October 2024 is in force in 2026, and no general increase in fines is planned for the time being.
Yet since 2021, new rules have been introduced that are worth knowing about: the statutory THC limit for drivers following the partial legalisation of cannabis, and the digital driving licence from 2026.
As a reminder of the main points: for serious offences, in addition to a fine, points are added to the driving fitness register in Flensburg (Fahreignungsregister) — upon reaching 8 points, your licence is revoked. For severe offences, a driving ban (Fahrverbot) of 1 to 3 months is additionally imposed.

Parking fines
| Violation | Fine |
|---|---|
| Parking in a restricted area | €25–55 (depending on duration and disruption caused) |
| Parking in a disabled bay | 55 € |
| Parking in an electric vehicle charging bay | 55 € |

emergency corridor
If in a traffic jam a lane for emergency services is not formed or is driven along without authorisation, a fine of 200 to 320 € is threatened (depending on whether obstructions, danger or damage were caused), plus 2 points, and a driving ban of 1 month is also possible.
Cannabis behind the wheel — new rules from August 2024
Following the partial legalisation of cannabis, the law introduced a THC limit of 3.5 nanograms per millilitre of blood serum (the equivalent of 0.5 per mille for alcohol). For exceeding this:
- €500 fine + 1-month driving ban — upon the first offence;
- €1000 fine — when cannabis and alcohol are used together;
- For novice drivers (probationary period) and drivers under 21, the former strict limit of 1.0 ng/ml remains in place — effectively a total ban.
What else is changing in 2026
Digital driving licence. The launch is scheduled for the end of 2026: driving licences can be presented from a smartphone via the i-Kfz app. This is an addition, not a replacement — you still need to carry your plastic card with you. The pan-European transition deadline is 2030.
Exchange of old driving licences: the deadline of 19 January 2026 has already passed
All driving licences in Germany have to be exchanged for the unified European format. Deadlines are rolling out in waves, and On 19 January 2026, the validity period expired for licences issued from 1999 to 2001. If you haven’t done this, the document is formally invalid: you can travel within the country, but you’ll be given a warning fine if checked. €10. Abroad, such a driving licence might not be recognised.
| Year of issue of driving licence | Exchange up to |
|---|---|
| 1999–2001 | 19.01.2026 — the deadline has passed |
| 2002–2004 | 19.01.2027 |
| 2005–2007 | 19.01.2028 |
| 2008 | 19.01.2029 |
| 2009 | 19.01.2030 |
| 2010 | 19.01.2031 |
| 2011 | 19.01.2032 |
| 2012 — 18.01.2013 | 19.01.2033 |
For paper licences issued before 1999, the validity period is considered not by the year of issue, but by the owner’s year of birth, and all these deadlines have already passed — except for those born before 1953, who have until 19 January 2033.
The exchange costs about €25 plus a photograph. There is no need to retake the exams, a medical certificate is not required either — this is purely a document exchange. The new licence is issued for 15 years.
Flensburg points: how it works
A fine is money, points are licence points. Points accumulate in the Kraftfahrt-Bundesamt register in Flensburg, and the consequences happen in stages:
- 1 to 3 points — nothing is happening, but the clock is ticking.
- 4–5 points — Admonition, a warning letter with an offer to attend a seminar.
- 6–7 points — Warning, an official warning. It’s no longer possible to deduct a point with a seminar at this stage.
- 8 points — your driving licence is being revoked. You can reapply for your documents no sooner than in six months.
When do the points expire
Each record is cleared according to its own schedule, rather than all at once: the offence on 1 point — 2.5 years, on 2 points — 5 years, on 3 points – 10 years. The countdown starts from the date the decision enters into force.
How to deduct a point and how to check the balance
fitness to drive seminar removes one point, but only while you have 1 to 5 points and no more often once every five years. At 6 points this opportunity is already gone — so it makes sense to go to the seminar in advance, rather than when you’re in a tight spot.
You can find out your balance free: online using an electronic identity card with eID function or via a written request with identity verification. There is no need to order any paid “score checks” from intermediaries.
An email has arrived: what should I do
Usually, two different documents arrive, and they should not be confused.
Anhörungsbogen — notice of intended prosecution / questionnaire for the accused
This is not yet a fine, but an invitation to explain. Personal data must be provided, but you are not obliged to speak to the substance of the charge — the law explicitly reserves the right to remain silent. An admission in a questionnaire often closes off the possibility of arguing further, so if the situation is unclear, consultation first, then response.
fixed penalty notice
To the objection (Objection) is given two weeks from the date of delivery. The deadline is strict: miss it and the penalty comes into force. Collection fees are added to the fine amount: from €25 for production and surrounding areas 3,50 € for the recorded delivery.
Regarding the limitation period
From 1 July 2026, the statute of limitations for road traffic violations is six months, there used to be three. And this period is interrupted as soon as the agency schedules the dispatch of the questionnaire. That is, the “I’ll wait and it will expire on its own” tactic hardly works.
Contesting a fine at your own expense rarely pays off: a traffic lawyer costs more than most fines. Therefore, contesting only makes sense when points and a driving ban are at stake — and that is where it comes in handy legal protection insurance: it covers the lawyer and court fees. You need to arrange it in advance; it is too late retrospectively.
Fine from another EU country
A postcard from Italy or Croatia six months after a holiday is a common occurrence. Enforcement within the EU works: from €70 a fine from another EU country is enforced in Germany, with the threshold being calculated together with fees and reminders. Austria Germany has a separate, older treaty and the threshold is lower — 25 €.
A fine from abroad below the threshold will not be enforced in Germany, but it may be brought up the next time you enter the same country.
