How to grow your capital with the help of your employer and the state.
Vermögenswirksame Leistungen (VL) — capital-forming benefits, an excellent perk that many employers in Germany provide for their employees.
But what are Vermögenswirksame Leistungen, who is eligible for them and how can they be used to the best advantage? Let’s find out.
What are Vermögenswirksame Leistungen?
Vermögenswirksame Leistungen (VL) — additional payments from the employer. Under collective agreements and works agreements, most employers pay Vermögenswirksame Leistungen (VL) for their employees in accordance with the Vermögensbildungsgesetz (Capital Formation Act).
The employer transfers a certain amount every month (usually not exceeding €40 a month) into a special employee account that can be used for long-term investments. Check beforehand whether such an option exists at your company and what amount is specified in your employment contract or collective agreement.
If the employer pays a smaller amount of Vermögenswirksame Leistungen (VL) (for example, €20 instead of €40), you can top it up from your salary to reach the full limit.
How does it work?
- Employer transfers VL to the employee’s investment account (without paying out the money directly).
- Employee chooses where to invest the money.
- State can additionally support the contribution with subsidies (Arbeitnehmersparzulage, the employee savings allowance), if the employee’s income does not exceed the established limit.
Arbeitnehmersparzulage
With a contribution of €40, this payment includes additional state support — Arbeitnehmersparzulage:
- Bausparvertrag (home savings contract) and repayment of a home loan — 9 % on amounts up to €470 per year, maximum 42,30 € a year.
- Stock funds (Aktienfonds and ETFs) — 20 % on amounts up to €400 per year, maximum 80 € a year.
It is available for certain types of investments, if your taxable income does not exceed the set limit (2025):
- For single people: up to €40,000 of taxable income
- For couples filing a joint tax return: up to €80,000
Financial instruments for investment
- VL life insurance — pension savings via insurance companies, long-term investment with tax relief. No state supplement is available for this type.
- Bausparvertrag — for those planning to buy or renovate a home. State bonus: 9 %.
- Fondssparpläne (fund savings plans) — equity investment: higher risk, but also higher potential returns. The 20 % state bonus is the highest.
- Banksparpläne (bank savings plans) — bank savings accounts: safe, but the return is minimal and the state top-up is not payable.
Who is eligible for VL?
Virtually all employees have the right to receive VL if their employer offers such an opportunity.
The employer is not obliged to provide VL unless it is stated in the employment contract or collective agreement.
If such an option is provided, the employer transfers these funds into the investment product chosen by the employee.
Advantages and disadvantages of Vermögenswirksame Leistungen
- Additional payments from the employer
- The opportunity to receive government support
- Choosing different savings options
- Help with long-term capital accumulation
- Not all employers offer Vermögenswirksame Leistungen (VL)
- The minimum savings contract term is 7 years
- Risks of investing in funds
VL life insurance
You have the opportunity to use Vermögenswirksame Leistungen (VL) to build up long-term pension capital through the product VL life insurance. This option is particularly attractive for those who want not only to build up funds, but also to ensure financial security upon retirement. This product has all the advantages of private pension insurance — private Lebensversicherung.
Your employer contributes up to €40 per month to the product VL life insurance. At the end of the accumulation period, you can receive the guaranteed sum plus a non-guaranteed return from your share in the insurer’s investment profits.
- Benefits
- Guaranteed sum plus non-guaranteed return. Beyond the guaranteed sum, your savings can grow through participation in investment returns, but this growth is not guaranteed.
- Reliability and safety. Your investments are managed by major insurance companies with many years of experience and a high level of financial stability.
- Tax reliefs. Where the policy term exceeds 12 years and the policyholder retires no earlier than age 62, VL Lebensversicherung policies are eligible for all the tax benefits of a fondsgebundene Lebensversicherung (unit-linked life insurance). More details.
- Family protection and wealth inheritance. The contract stipulates a guaranteed sum that your loved ones will receive as a lump-sum payment in the event of the unforeseen death of the insured person. If death occurs within 3 months of the child’s birth, the insurance company provides additional support.
- Risks
- Long-term commitment - the accumulation period typically continues until retirement.
- Cost of insurance cover – a portion of the contributions goes towards paying for insurance cover (e.g. in the event of death), which reduces the amount actually invested.
Example of an investment in VL Lebensversicherung
Assumptions used in the calculation:
- An employee (aged 35) takes out a contract with a retirement age of 67
- The term of the contract is 33 years
- The employer contributes €40 monthly to this product under the VL scheme
With an average return, the payout amount at the time of retirement can reach 23000 €. Meanwhile, the insurance company guarantees a payout of up to 15000 € both in the event of the insured person’s retirement and in the event of their premature death.
VL life insurance is well suited for long-term saving. It is ideal for people who are thinking about their pension and want to secure a comfortable retirement in advance.
Bausparvertrag
Bausparvertrag — a savings product designed to accumulate funds for the purchase of property or for carrying out major repairs.
The main idea is that the customer first saves money in a special account and then obtains the right to preferential lending at a rate fixed on the date the agreement is concluded.
Further information can be found via the link.
- Benefits
- Low contributions: You contribute just €40 a month, making saving accessible for any budget.
- State support: thanks to subsidies and favourable credit conditions, you receive a significant increase in available funds.
- Fixed rate: The interest rate on the loan (from 2.15 %) remains fixed for the entire term of the loan, which protects you against rises in market interest rates.
- Low risks: The funds are protected, and your contributions are guaranteed to turn into accessible savings.
- Risks
- Low yield during the accumulation phase.
- Restricted use of funds – the provided credit can only be used for purposes related to housing (property purchase, renovations, mortgage repayment).
- Long waiting period - access to credit is only possible after reaching a certain level of savings.
Example: investing VL in a Bausparvertrag without any savings of your own
Assumptions used in the calculation:
- Accumulation period: 10 years (from 2025 to 2035)
- Interest rate on savings: 0.90 %
- State support: Wohnungsbauprämie (home-building bonus)
- Interest rate on the loan: fixed, 2.15 % per annum
Savings phase
You are contributing only €40 a month, which is equal to €4,800 for 10 years. During this time you also receive state subsidies of €431 and accumulated interest (€212). Thus, by the end of the savings period, your account reaches 5322 €.
Loan stage
After completion of the accumulation period, you become eligible for a fixed-rate loan. In this example, this amounts to 7208,95 €, which, combined with your savings, gives 12531 €. You can use these funds to purchase real estate, carry out repairs or build a house.
Using a Bauspar scheme with employer savings benefits (Vermögenswirksame Leistungen) is a great way to start saving with minimal amounts and eventually secure a significant sum for property investment. Just €40 a month turns into €12,531 after 10 years — including a loan of €7,208.95. If you are planning to buy a home or carry out renovations, this product can become your reliable financial tool.
Fondssparpläne – investing VL in investment funds
Investing in funds — one of the available options for using Vermögenswirksame Leistungen (VL) for wealth accumulation. This method can offer potentially higher returns, albeit with market risks, while at the same time allowing you to benefit from state support in the form of the Arbeitnehmer-Sparzulage.
- Benefits
- High yield: Historical data shows that long-term investment in equities yields above-average results compared to other accumulation instruments.
- Simple and convenient access to the stock market: the ability to start with minimal amounts, for example, €40 a month.
- Diversification: risk mitigation through investing in different companies.
- 7-year lock-in period (Sperrfrist): You can withdraw the money early only without the Arbeitnehmer-Sparzulage, except in the cases listed in the “Seven years” section below.
- Risks
- Market risks and volatility - the value of units can fluctuate significantly due to changes in financial markets. Losses are possible in the short term.
- Lack of guaranteed return
- Long-term commitment
Example of investment performance
With a monthly contribution of €40 over 7 years, the total amount of deposits will be 3.360 €. Taking into account government support and the growth of the fund, your capital could grow to 4.920 €, which represents a yield of around 10 % per annum.
Investing in shares carries certain risks, including price fluctuations, market changes and currency risks if the fund’s assets include foreign companies. However, in the long term, such investments usually yield positive results.
Conclusion
Vermögenswirksame Leistungen (VL) — a simple and effective route to additional capital accumulation. It is especially profitable to use them together with government subsidies. If your employer offers VL, consider investing them in long-term instruments. Investing in funds or pension savings through insurance companies will help you effectively grow your capital and ensure financial stability in the future.

Two baskets: how to get €122.30 instead of €80
The most common oversight: people open a single contract and receive a single additional payment. Meanwhile, the law establishes two independent baskets, and they are added together.
| Funds and equity participation | Building-society savings and repayment of a housing loan | |
|---|---|---|
| Rate of extra payment | 20 % | 9 % |
| Maximum contributions taken into account | €400 a year | 470 € a year |
| Maximum top-up | €80 a year | €42.30 a year |
In total, with a contribution of €870 a year (€72.50 a month), a single employee receives 122,30 € in state top-up; spouses filing a joint tax return receive up to 244,60 €. This is an instant return of 14.1 % even before any market growth.
There is one condition: you need two different contracts — a fund savings plan and a Bausparvertrag. The two bonuses cannot be combined in one contract.
Where no extra payment is due at all
Almost nowhere is this written about, and the difference in money is significant. The law lists the types of contributions by number, and the state top-up is tied to only some of them:
| Where are you investing? | Extra payment |
|---|---|
| Equity funds and ETFs (comprising at least 60 % shares), shares, and a stake in the employer’s business | 20 % |
| Bausparvertrag; construction, purchase or repayment of a home loan in Germany | 9 % |
| Banksparplan — banking savings plan | 0 € |
| Kapitallebensversicherung — endowment life insurance | 0 € |
This doesn’t mean that insurance or a bank plan is a bad choice: they have different objectives and a different logic. But you shouldn’t count on a state top-up with this kind of investment, and when comparing options, this difference needs to be taken into account.
Fund requirements
For the fund to entitle the holder to the 20 % supplementary payment, the proportion of shares in it must be at least 60 % per the annual report. Standard global market index funds meet this condition, but the specific list of available funds is determined by your provider — check before opening the agreement.
How to apply and how to receive the additional payment
- Take out a contract with a provider — a bank, Bausparkasse (building society) or investment platform. You will receive a VL contract number.
- Get the form for the employer from the provider and pass it on to the accounts department. Important: the employer transfers the money directly to the provider, from its own account — you cannot pay into a VL contract from your personal account.
- Give the provider consent to the electronic transmission of data and provide your tax ID (Steuer-ID). Without this, there is no right to the additional payment at all.
- Tick the box for the allocation of the Arbeitnehmer-Sparzulage on your tax return. The paper enclosure Anlage VL is no longer submitted — data is sent to the Finanzamt (tax office) electronically by the provider.
| Deadline for submitting the application | 4 years after the end of the investment year. For 2024 — until 31 December 2028 |
| Data transfer consent period | by the end of the second calendar year, following the year of investment. Missed it — the four-year period will no longer save you |
| When will the money arrive | Not annually. The Finanzamt records the amount in its tax assessment notice, but only transfers it to your contract at the end of the seven-year period. |
| Income limit | Checked for each year separately. An excess in one year invalidates the top-up for that year only |
Watch out for outdated sources: some official portals still display income limits of €17,900 and €20,000 — these are the rules from before 2024. The current limits are €40,000 and €80,000.
Employer not paying VL? You still have rights
The employer is only obliged to pay a VL when this is stated in the collective agreement, the company agreement or your employment contract. There is no general statutory obligation.
But there is a rule that almost nobody knows about. Section 11 of the Vermögensbildungsgesetz: pursuant to the employee’s written request the employer is obliged to conclude an agreement on investing a portion of the salary. That is, even if the firm does not add a single euro, you have the right to demand that a part of your own salary be transferred into a VL agreement — and the state top-up is payable in full on these amounts.
| Minimum amounts | €13 a month, or €39 a quarter, or €39 once a year |
| Variation of contract | Once per calendar year, you can request in writing to cancel, reduce or increase the transfers. |
| Changing provider during the year | Only with the employer’s consent |
It is also worth knowing about the sectors where traditional VL no longer exists. In the metal and electrical industry, VL under collective agreements has been replaced since 2006 by payments into pension products, and in the chemical industry by contributions to an industry pension fund. The state top-up for such payments is not paid. If your collective agreement belongs to one of these sectors, the option under § 11 may be the only way to get the top-up.
Two more practical details
Taxes. VL is part of the salary: it is subject to tax and all social security contributions. The net amount decreases slightly, but pension rights increase. The state supplement itself is free of social security contributions and tax-exempt.
Minijob (marginal employment). VL count towards the secondary employment limit — in 2026 this is €603 a month. If VL push you over this limit, you lose your Minijob status. Check the calculation before submitting the application.
Seven years: how the lock-in period is calculated and when you can access the money early
The phrase “six years saving, waiting on the seventh” describes a practice, but not a law. Legally speaking, it is a single seven-year period starting on 1 January of the year in which the contract is concluded. The obligation to pay contributions is six years from the date of conclusion.
Practical consequence: a contract concluded in December “ages” almost a year faster than one concluded in January.
A trap that voids the contract
If within a full calendar year no contributions are received into the contract — neither from the employer nor from you — the contract is considered terminated and cannot be continued. This is a direct provision of the law, and it hits those who go on parental leave, are off sick for a long time, or change jobs with a gap. If the gap threatens to span a whole year, pay in at least the minimum amount yourself.
When early termination is possible without losing the additional payment
The law provides an exhaustive list of six grounds:
- death or total incapacity for work of the employee or their spouse occurring after the conclusion of the contract;
- marriage — but only if it takes place after the contract was concluded and the time elapsed since the start of the seven-year period is at least two years;
- unemployment that has lasted continuously for at least a year and is still ongoing when the money is withdrawn;
- professional development — if funds are used within three months for training outside the enterprise, going beyond standard workplace adaptation;
- transition to self-employment — giving up employment and starting your own business;
- sale of securities with reinvestment into other eligible securities until the end of the following month.
Moving abroad is not on this list. Early termination due to departure results in the loss of the top-up payment, and any amount already received will have to be returned. At the same time, the actual entitlement to the top-up payment is retained by those who pay taxes in Germany, even if they live abroad. A sensible strategy upon departure is not to terminate the contract, but to let it run until the end of the term.
Technical detail: if you still terminate the contract early and consciously, in the application you usually need to explicitly write the word prämienschädlich (detrimental to the bonus) — otherwise the provider will reject the application citing the seven-year period.
Fees: where the state bonus gets eaten up
The €80-a-year state bonus looks convincing right up until you look at the product fees.
| Fee | Order of magnitude |
|---|---|
| Ausgabeaufschlag — subscription fee on the purchase of units | Classical banking funds have up to 5 %. With an annual contribution of €480, that is up to €24 – almost a third of the annual state bonus. Index funds on online platforms generally have no Ausgabeaufschlag at all. |
| Fund management fee | Actively managed funds — 1–3 % per year. Index funds — 0.12–0.6 % per year |
| Contract or custody account fee | €9–12.50 per year. With such a small contribution, this is a significant factor: if the employer pays €6.65 per month, the fixed annual amount of €12 eats up around 15 % of all income |
| Other | Transaction fee, currency conversion for US dollar funds, early termination fee |
Practical conclusion. If the employer pays a small amount, it makes sense to top up the contribution to €400 a year with your own money: fixed fees are then spread out, and the state top-up reaches its maximum. And choose the product based on the total of all fees, rather than the bank’s name.
Life situations
| Situation | What happens to the contract |
|---|---|
| Change of employer | New employer won’t start paying automatically — submit the form again in the very first few days. If he pays less or doesn’t pay at all, you don’t necessarily have to terminate the contract: you can make payments yourself under Section 11, reduce the contribution, or temporarily exempt the contract from contributions. |
| Dismissal | Payments stop along with the salary. Cancelling the VL contract early forfeits the top-up, except on the grounds listed above |
| Unemployment | Early termination is penalty-free only if unemployment has lasted continuously for at least a year and is still ongoing when the money is withdrawn |
| Maternity leave and Elternzeit (parental leave) | There is no salary — the employer usually does not pay VL. Whether you can top it up yourself depends on the provider: with some fund platforms this is impossible and the contract simply “rests”. The main thing is to avoid a full calendar year without a single contribution |
| Prolonged illness | While the employer top-up is being paid, VL are transferred. When you switch to Krankengeld (sickness benefit), the same rules apply as during maternity leave |
| Moving abroad | It is missing from the list of harmless grounds. It is better to let the contract run its course rather than terminate it. |
| Transitioning to self-employment | Harmless grounds: can be terminated early, extra payment is retained |
Frequently asked questions
What is the maximum that makes sense to invest?
€870 a year, which works out at €72.50 a month: €400 into a fund savings plan and €470 into a Bausparvertrag. Anything above this is no longer supported by the state top-up — you can invest more, but it is more advantageous to do so in the normal way, without the restrictions of the seven-year lock-in period.
My income is above the limit. Are VLs completely pointless?
There will be no state top-up, but the contract itself remains a standard savings product which is partially funded by the employer. The limit must be checked separately every year: if income drops below the threshold, the top-up for that year is due.
The employer is paying €20 instead of €40. What should I do?
Topping up from your salary via a written request under § 11 – amounts withheld from your own salary also count as VL and entitle you to the state top-up. This way, you can reach up to €400 or €470 per year and receive the maximum amount.
Which is more profitable – a mutual fund or a Bausparvertrag?
If your aim is to build up capital and you are prepared for fluctuations in share prices, the share-based option is the better choice: the bonus is twice as high (20 % compared with 9 %), plus the potential return offered by the market. A Bausparvertrag is the better option if you’re planning to buy or renovate a property and want to lock in the interest rate for your future loan in advance. The ideal option is to take out both contracts at the same time, so you can benefit from both bonuses.
Can the contract be opened in the name of a spouse or child?
Yes, the law permits this: VL can be invested for the benefit of a spouse, partner, children under 17 and parents – with the exception of certain types of enterprise participation agreements.
I work on a Minijob. Am I entitled to VL?
There is no separate exception in the law; instead, the principle of equal treatment applies: if the firm pays VL to other employees, you are entitled to receive them proportionally. But remember: VL payments count towards the €603 a month secondary employment limit.
